The 834th session of the Supreme Council of the Cultural Revolution was held on Wednesday, chaired by Dr. Hassan Rouhani and in the presence of Judiciary Chief Ayatollah Ebrahim Raeisi and Speaker of the Iran's Parliament Mohammad Baqer Qalibaf.
Speaking on the sidelines of the meeting, Prof. Saeid Reza Ameli, Secretary of the Supreme Council of the Cultural Revolution, congratulated the 36th anniversary of Supreme Council of the Cultural Revolution establishment and research week as well.
He said at the beginning of the meeting, a brief report of Supreme Council of the Cultural Revolution's performance during incumbent government was submitted to President Hassan Rouhani.
Based on the report, SCCR regular sessions have so far been held and totally 99 meetings were, Prof. Ameli said.
On average, Supreme Council of the Cultural Revolution has held 14 sessions over the last seven years. Seven national documents such as national Iranian-Islamic architecture and urban planning, national document on knowledge-based development of basic energies, the document developing cultural and soft technologies and the comprehensive document on Iran's international relations have been ratified, he added.
He went on to say that some 13 statutes related to important national bodies like statutes of Iranology Foundation, Farshchian University of Islamic-Iranian Arts, Iranian Biological Resource Center, National Organization for Development of Exceptional Talents and Martyr Soleimani International Award have been ratified by Supreme Council of the Cultural Revolution.
During this period, over 53 reports on performance of various bodies related to science, technology and culture have been presented in SCCR assembly aiming to monitor and assess the related issues, he said adding that 49% of the reports were related to science field, 47% to culture field and 4% to joint fields.
Approvals of science and technology and cultural fields have had relatively good balance, he said adding that 37% of approvals were related to science, 34% to culture and 29% to joint issues.
Elaborating on the first approval of the session, Prof. Ameli said membership of Budget and Planning Organization's representative in universities' board of trustees was ratified in this session.
He reiterated that the presence of the representative of Budget and Planning Organization's representative in universities' in universities' board of trustees help approvals of universities control real capacity of financial resources and help solve financial and planning issues.
Elaborating on the second approval of the session, Prof. Ameli said thanks to management of kindergartens by Education Ministry and State Welfare Organization of Iran and Supreme Leader's emphasis on the importance of the course and organizing kindergartens, based on law, Education Ministry will be responsible for kindergartens' affairs like permission issuance, planning, leading, monitoring and assessment and no other body can issue permission.
Obviously, all kindergartens with permission can continue their activities and should go through process of renewing permissions to meet the necessary standards from the Ministry of Education, he said
The details the Ministry of Education's responsibilities with regard to kindergartens were postponed to SCCR next session, Prof. Ameli stated.
Meanwhile, Ministry of Education in cooperation with SCCR secretariat and the related bodies are obliged to prepare statute of National Child Education organization or center and to predict all-out measures in the statute.
He stressed the fact that only 7.5% of the age group mentioned in kindergarten document is kept in kindergartens and 80% of them are at pre-school age. Also, from three million pre-school population aged 4 to 5, about one million, mostly 5-year-olds, attend pre-school, so grounds have been prepared for leading this important issue by the Ministry of Education.
It is seriously believed by the Supreme Council of the Cultural Revolution that we need severe investment for this important age group of children who enjoy the highest learning capacity.
Our children have high abilities for learning individual, social and living skills.
Prof. Ameli said that the course has high empowerment capacity in the field of education, ethics and human dignity, individual and social ethics, adding that the main axis of education in childhood is the family including parents and brothers and sisters.
Success in education requires cooperation and assistance of the school and parents and the whole family.
