Preservation and Advancement of Persian Language and Literature
The Supreme Council of the Cultural Revolution has played a key role in protecting and developing Persian language and literature by establishing Persian Language and Literature Advancement Council, Persian Language and Literature Academy, Saadi Foundation, and other ratifications.
Paying Special Attention to Iranian Islamic culture and Civilizations
Upon establishment of the Committee of Islamic and Iranian Culture and Civilization by the Supreme Council, great strides were made in the realm of culture and civilization. Publishing articles on Islamic and Iranian culture and civilization, publishing works by Iranian and Muslim cultural and scientific luminaries in the college and university textbooks, translating and publishing several books on Islamic and Iranian culture and civilization, holding workshops for the professors, establishing Specialized Faculty of Herbal Medicine, herbal pharmaceutics, medical ethics, designing and establishing Museum of History of Science, etc. are among those achievements.
Shaping Major Policies for Realization of 20-Year Outlook Plan Targets
The Supreme Council of the Cultural Revolution has visualized the major educational, scientific and cultural policies and strategies of the country in the 20-Year Outlook Plan by compiling and approving the comprehensive science roadmap, cultural engineering map and strategic development document for educational system of the country.
Reviving the Role of Culture in Administration of National Affairs
The involvement of the Supreme Council in such fields as compiling the comprehensive maps of science and development of cultural and educational system, five-year development plan system, annual budget allocation strategy, macro management of the cultural organizations, and presentation of executive strategies for implementation of the Supreme Council resolutions have advanced the status and role of culture in planning and decision-making dialogs to a great deal. Resolution and implementation of the cultural engineering map will highlight this role stronger than before.
Reorganization, Development and Promotion of Quranic Culture
Today, the Quranic Culture Development Council, as one of the specialized councils of the Supreme Council of Cultural Revolution, maintains key role in large scale reorganization, development and promotion of Quranic activities. In line with the Quranic policies of the Islamic Republic of Iran the council has thus far made great accomplishment in prioritizing Quranic activities and in reorganizing Quranic activities of the organizations and institutions.
Role of the Supreme Council resolutions in Five-Year Development Plan
The Supreme Council of the Cultural Revolution has an influential role in large scale planning programs in Iran. Upon the proposal of the Supreme Council and in accordance with Article 2 of Fifth Five-Year Development Plan bill, the government has been legally bound to provide a cultural supplement during implementation of major social and economic plans. Accordingly, any plan in science and culture areas must be based on the requirements of cultural engineering map and comprehensive science road map.
SCCR Connections with Cultural luminaries and Managers
For the time being, over 1000 elite persons from theological schools and universities work directly with the Supreme Council, while almost 10,000 cooperate with the Supreme Council indirectly through web based system.
Policymaking for Higher Education
The majority of administrative rules and regulations for management of scientific and cultural organizations and institutions are approved by the Supreme Council of the Cultural Revolution. Over 90 percent of the performance of research and higher education centers in cultural, educational, research, and management fields as well as faculty and student selection areas depend upon the decisions, policies and ratifications of the Supreme Council.
On this basis, the Supreme Council has reshaped the structure of research and higher education at all levels. During the early years after the victory of Islamic Revolution, there were only 40 active universities in the country. Today, there are more than 160 universities working under the ministries of Science, Research and technology as well as health and medical education. hundreds of non-governmental and non-profit universities plus 500 research and education centers are open and active in the country. Before 1977, there were only 170,000 university students in the country. The figure, today, is above 3.8 million students studying at various educational levels. Similarly, there were only 5,000 academic faculty members teaching at the universities then, but today, the figure has jumped high to 130,000. These dazzling figures show only a tip of the achievements resulting from implementation of the policies and decisions of the Supreme Council.
Amending Training Procedure at Tarbiyyat Modarres (University Instructors Training) University
Tarbiyyat Modarres (University Instructors Training) University was first established to train university teachers and instructors but in the course of time this university failed to fulfill its chief responsibility and changed into an ordinary university. The Supreme Council made plans to revive the university’s chief role so that every student shall have to be selected in a special way and shall have to be considered an academic board member from the beginning.
Policymaking in Public Culture
As far as public culture is concerned, many organizations dealing in the majority of fields such as art, theater, cinema, cultural heritage, cultural servants, publication of books, chastity and Hijab culture, women’s health, ceremonies for literary figures base their actions on the Supreme Council Resolutions.
Iran’s Progress in Advanced Technologies
The majority of post-revolution scientific and research achievements in the Islamic Republic of Iran have been made under direct or indirect support of the Supreme Council. Today, the Islamic Republic of Iran holds ranks first among the Muslim and Middle East nations and the 14
th in the world in terms of nanotechnology. Over 500 scientists are active in nanotechnology fields. Nanotechnology courses are taught in 15 universities by 600 experts and specialists. Nanotechnology development policies, approved by the Supreme Council, paved the way for progress of this science in the country.
Furthermore, great achievements have also been made in biotechnology so that from among 120 biotechnological medicines in the world, with 20 being strategic, the Islamic Republic of Iran has managed to produce 12 out of these 20 strategic medicines.
Solidarity of Theological Seminaries and Universities
The Supreme Council has enacted many decisions and bills towards the solidarity of universities and theological schools. According to the latest decisions the Supreme Council holds the authority to create scientific zones, scientific societies, to issue scientific-research certificates, to create specialized organizations, to organize free debate panels and carry out similar issues such as the establishment of the Supreme Council of Theological Seminaries. According to the Supreme Council ratification, the Council to Develop Theological Schools has on the desk to authorize licenses for establishment of 20 specialized courses, 11 scientific societies as well as 40 applications for publication of scientific and research magazines.
Policymaking for Theoretical Debate Forum
Approving policies for holding free debate tribunes, the Supreme Council of the Cultural Revolution has paved the way for free exchange of views and presentation of new ideas. Today, the Support Board for Theoretical Debate forums holds debate and discussion gatherings, scientific seminars as well as various gatherings on related subjects.
Publications
The policies, rules and regulations for Publications have been endorsed by the Supreme Council of the Cultural Revolution. According to the Supreme Council ratification, it is principally free to publish books in the Islamic Republic of Iran. This must be done to promote human knowledge and wisdom. Constructive and humanitarian works must be published and republished but works proved to be deleterious to the national security, public morale, social interactions, and family must be barred from publication and distribution.
Policymaking for Women
The Supreme Council has always attached special significance to the women and their issues. Establishment of the Socio-Cultural Council of Women and Family, endorsing strategies to boost the ethos of Hijab and chastity, approving policies to aid research on women and their health, policies on family reconsolidation and solidarity, policies on women employment and on developing their sports, cultural and social activities are among the major achievements in this respect.
Developing and Publicizing Martyred Master Motahari’s Thoughts
Establishment of Martyr Motahari Scientific-Cultural Foundation to publicize pure thoughts and philosophy of this martyred thinker inside and outside the country is one of the recent ratifications of the Supreme Council of the Cultural Revolution.
Fighting Cultural Onslaught Negative Impacts in Computer Games
The National Foundation for Computer Games was established by the endorsement of the Supreme Council to plan for and to support the production of locally tuned computer games. The computer games classification system and computer games import control policy have put over 100 high quality PC games with Islamic-Iranian themes on the market. These products have been extremely welcomed by the youth and families. Until before the establishment of this foundation, there were only 3-4 such PC games.
Establishment of Specialized Councils and Units
Today, 17 specialized councils, work groups, specialized boards and committees helping Supreme Council in decision-making, compilation of national documents and making key policies. These specialized councils and units are established and administered by the active presence of the Supreme Council members.
Implementation of the endorsements
Establishment of the Strategic System of endorsement and the follow up for implementation of the system in cooperation with the executive organizations as well as through development of cooperation with the mass media in introducing and publicizing the activities of the Supreme Council, are great steps taken for enforcement of these ratifications.
Channeling Efforts to Support the gifted talents.
The Supreme Council established the National Foundation for the Elite (NFE) wherein identified over 5000 gifted talents. The development plan opened 22 provincial offices for the foundation. NFE granted scientific awards to almost 2000 top talents and gratuities to 1333 new plans and inventions. Also over 2400 such gifted talents serving their military conscription period have been introduced to research centers to cooperate in their projects.
Financial support of the research projects and papers, organizing tours for the elite to visit the scientific, technological and industrial achievements of the country, supplying research credits, housing facilities, and dispatch of the elite to the minor pilgrimage to Mecca and to the ex-battlefields in Rahiyan-e Nour camps are among the other achievements of this foundation.
Dazzling Scientific Presence of Iran in Islamic World Science Citation Database (ISC)
The Islamic World Science Citation Database (ISC) was established following approval of the Supreme Council of Cultural Revolution. Today, this website presents 39 internet periodicals in Arabic, 46 in English, and 416 in Persian (a total of 501). Iranian scientists registered 11467 papers in this website in 2009. This website has gained acclaim among the scientific circles of the world.
Translating and Publishing Islamic Sciences into Other Languages
Establishment of the Center to restructure Translation and Publication of Islamic and Human Sciences outside the Iran following its endorsement by the Supreme Council facilitated translation and presentation of Islamic and national sources of knowledge and wisdom such as the
Holy Quran, Nahj ul-Balaghah, Sahifeh Sajjadiyeh, Tafsir al-Bayan, Constitutional Law as well as several books on Islamic beliefs, history, culture, human rights, etc. by Iranian authors all translated into French, Russian, Spanish, Turkish, Urdu, Bengali and Azeri. Also tens of scientific and specialized gatherings, translation skill workshops, and specialized seminars to study the status and desirable state of translation in the country have been held by the specialized divisions of the Supreme Council.
Prioritized Admission of Local Students in the Nationwide University Entrance Examinations
As ratified by the Supreme Council, selecting students native to a region in the nationwide university entrance examinations became a law and accordingly its cultural and social after-effects specially for the female students proved to be satisfactory for the families. Today, almost 80 percent of admissions to universities is based on locality.
Scientific and Cultural Evaluation and Supervision
Enjoying the expertise of the specialized supervision units, the Supreme Council advances its scientific and cultural evaluation and supervision policy in terms of cultural, ethical and disciplinary status in the universities and higher education centers, eligibility of the university chancellors nominated for State universities, inspection of higher education, scientific and applied, research and study centers, inspection on right implementation of the Supreme Council ratifications, etc. These evaluations and inspections are carried out in the following major areas: science and technology evaluation, higher education evaluation, general education evaluation, culture, art and communications evaluation.
Monitoring Cultural endeavors and Programs in the Country
Establishment of the Center for Strategic Studies opened the way for implementing strategic research projects, reviewing cultural status of the country, compilation of the surveillance reports, holding specialized gatherings, and presenting papers on the subjects under investigation. Implementation of several monitoring and data gathering plans were part of the outcomes.
Employing Academic faculty Members
The Supreme Council has endorsed the Bylaw on Employing Academic faculty Members for the universities and higher education centers. The board has thus far held various sessions to study and approve the eligibility of almost 700 applicants submitted by executive board of the university employments. Altogether 180 executive boards are active in the universities. These boards have thus far employed 14000 young, dynamic and dutiful academic board members for the governmental and non-governmental universities and higher education centers
