Speaking to reporters, Secretary of the Supreme Council of the Cultural Revolution Saied Reza Ameli elaborated on the agenda and approvals of the meeting 830^th, saying the session put on its agenda discussing policies and scientific, technology and cultural action plans of the surge in production.
Its document has been drawn up based on the systems of the related bodies in executive branch and important capacities for legislative and judicial branches of powers.
Due to the fact that Supreme Council of the Cultural Revolution is a policy-making body, it is considered as a capacity for policy making for all capacities of the Iranian system.
Elaborating on the capacities created by this document in line with the surge in production, he said surge in production used to be defined based on capital accumulation in 70s but then science and modern technologies became more important.
Fortunately, they now enjoy significant capability with regard to human resources for modern technologies like artificial intelligence, automation industries, cyber space and designing network platforms, he noted.

Ameli went on to say that the document focuses on modern technologies, creating opportunity for knowledge-based companies, big, small and medium-sized enterprises aiming to make surge in production. 
Underlining the importance of maintaining interaction among enterprises, he said today cyberspace has made development in productivity system which is a system between data and output.
Iranian professor said in non-virtual systems, the relationship between revenue, profit and cost is considered as an equation, adding that cyberspace and artificial intelligence with one production as all productions logic has changed the productivity logic and is moving into infinite.
He also pointed to culture of collective work, importance of social responsibility, using human resources capacities as other topics mentioned in the document, saying  popular innovations are aimed at materializing human resources and are regarded as a capacity for removing gaps and paving the way for all Iranians inside and outside the country for participating in innovation to solve issues, to remove roadblocks and to create big and small capacities for Iran's progress.
Based on this document, the Vice President for Science and Technology was tasked with designing a system for receiving and evaluating people's innovations.
Referring to attendance of millions of people in innovation in some countries, Ameli said in this system innovation means solving problems.
Solving a problem in a border area can be different from that of a metropolitan.
Popular innovation means that all Iranians are considered as capacity for progress and development, Iranian official stated.
Iranian scholar believes that developing personal skills among students is considered as a great capacity for developing employment and solving important issues.
Ameli went on to say that connecting university to industry with regard to knowledge capacity can create dynamic in industry.

Secretary of the Supreme Council of the Cultural Revolution underlined approach of theses, scientific articles and research achievements toward creating surge in line with surge in production as an incentive and strategic capacities of the document.
Iranian Education Minister was also tasked with designing course books for surge production purposes in six levels, he added.
Elsewhere in his remarks, Ameli pointed to some assignments for IRIB in line with
Surge in production, saying six major assignments have been given to IRIB which has the most pivotal training, discourse making research and promotion role.
Referring to those parts of the enactment which are related to legislative and judicial branches, Ameli said creating priority for approving laws to remove production surge roadblocks and to create effective capacities for creating surge in production and legal infrastructures for supporting entrepreneurs are among responsibilities of Iranian parliament and Judiciary.
According to Secretary of the Supreme Council of the Cultural Revolution, the enactment of the policies and scientific, technology and cultural action plans of surge in production was approved in four articles the first article of which includes five polices as follow:
