Addressing the conference, Dr. Ameli the Secretary of the Supreme Council of the Cultural Revolution (SCCR) expressed his thanks to the organizers of the event, in particular Dr. Mohammad Samiei, Dean of the Faculty of World Studies, Dr. Ali Akbar Alikhani, Scientific Secretary of the conference, and Dr. Mohammad Soltani-Nejad, Executive Secretary of the Conference. He then stressed the importance of enriching peace texts where both peace and war are dominated by the colonial system. “In such circumstances, it is an ideal opportunity to hear new and different voices that are realistic with an approach to settle the problems and resolve the conflicts.”
The Secretary of SCCR conditioned decolonization to creation of systems resulting in independence and liberation from the atmosphere of coercion and hegemony, and continued with expounding three key concepts of "procedural decolonization", "institutional decolonization", and "cognitive decolonization".
Clarifying peace from the perspective of decolonization Dr. Ameli attributed the problem of interpersonal, local and global conflicts to a hegemonic and colonial view of the "other" along with colonial actions. "These views and actions have turned into a system of hegemony and colonialism in macro areas. We now live in a world where violence is rampant and people are reacting with concern both individually and at the local and national levels due to threats and wars."
According to Dr. Ameli, the way out of such a cycle lies in changing the system of hegemony. "Systematic mechanisms of boycotting nations in the name of sanctions against governments, escalation of ethnic, national and gender discrimination even in the West, possessing nuclear warheads to destroy the entire planet and repetition of Hiroshima disaster, allocation of large military budgets and credits as much as $2tr. worldwide and the development and multiplication of the world's armies are the results of action and reaction against the idea of hegemony and colonialism."
He pointed out that just as colonization itself is systematic in nature that includes a colonialist attitude, colonial institutions, and colonial procedures, decolonization, too, has an interconnected systematic foundation. Explaining about cognitive decolonization, he added: "Decolonization must be realized not only in the minds of the colonizers, but also in the minds of the colonized nations. People should not accept colonialism because they do not have power."
Institutional decolonization, he said, depended on cooperation in the structural reconstruction of international institutions: “Institutions replace their hegemonic aspects with the slogan of "serving the people of the world." As for the process of decolonization, it was necessary to change the business processes of the hegemonic system and global brands, or the processes that lead to the empowerment of the rich class and the incapacity of the weak class of the world.”
Ameli, also a professor of communication sciences, spoke about the astonishing power of decolonization in the world today. According to him, decolonization has its roots in individual and social awareness and it is a brainchild of local, transregional and global developments.
Explaining factors influencing decolonization, he said: “The strong movement to return to religion, which is a conscious return, has arisen from a deep knowledge and boredom from the modern system. The modern system pays attention to one aspect of people's lives while ignoring other aspects; so, we see an uneven caricature-like growth, which is in many cases destructive and boring.”
Developing a culture of opposition has emerged in the form of social campaigns, he continued in his explanation of the factors involved in decolonization. “Concerning globalization and transnational access to information, in the past, the confidentiality and secrecy of the hegemonic system surprised the colonized nations.”
Among other factors he pointed to linking the oppressed class of the world to each other in a network-dominated space and creating solidarity among the oppressed walks of life as well as development and deepening of social literacy and access of ordinary people to the components of social literacy.
Dr. Ameli is of the opinion that hegemony and colonialism come from the interests and wishes of the colonial and power-seeking systems with the aim of dominating the other. "In the system of hegemony, the “other” is deprived of the most important right, which is the principle of life. Also "alienation", "separation" and "xenophobia" are integral parts of the system of hegemony. Alienation begins with deprivation of individual, social, political and economic rights and leads to deprivation of basic needs and even loss of the principle of life. In many cases, the result is widespread death and destruction, major wars and massacres."
Dr. Ameli further referred to Picasso's painting, saying it depicts the collapse and cruelty of everything, man and animal and nature, and human endeavors and laughter over the devastation of the 1937 bombing of a village in Guernica. He interpreted the tragedy of Fatemia Mosque in Kandahar on October 14, 2021, as a repetition of history and the repetition of the same tragedy and images, in an age when progress and new technologies are hoped to lead to the establishment of a system of peace and calm in the world.
According to SCCR Secretary, as technologies become more modern and pervasive, the capacity for good and evil becomes more complex too. Since the hegemonic system is dominant, technologies also make domination of the evil system more serious. "In a dichotomous and dual globalized world where the global environment is ubiquitous, digital, decentralized, network-based and integrated, the capacity for colonial power has increased and global power systems have become more concentrated."
Dr. Ameli called virtual world hegemony "the third colonization" which has been developed in an algorithmic context. He has explained it in his 2011 book titled “Critical Studies on American Virtual Colonization”.
“In particular, new technologies and artificial intelligence have increased the capacity of hegemonic and colonial powers in an algorithmic context," Dr. Ameli added.
Scientists work in various fields with the aim of increasing human well-being and reducing biological problems. This is while such tools are being abused and manipulated for establishing hegemony. In fact, the hegemonic system, using artificial intelligence, created another image of the powerful and powerless world. "Today, we must consider artificial intelligence as a political concept and power in the service of colonialism."
The speaker called today's world a fast-paced, powerful world in which the unit of time in cyberspace is different from the unit of time in the real world. “In Facebook, the unit of time has been changed to Flick. Flick is larger than nanoseconds and smaller than microseconds, equivalent to 705.6 millionths of a second. In such a world, the time to intervene is nanoseconds. This means that time capture is reduced to time microchips of nanoseconds and microseconds.
Elsewhere in his remarks, Dr. Ameli referred to the rule of the minority over the majority and called it a kind of elitist colonial structure. "Elitism boosts the risk of turning the elite intelligence into deception which weakens participation of a large sector of the society in system of governance, and depreciates management and process-orientation of economic, political and cultural fields. I do not attribute it to all the elite class, but I mean people who use the capacity of new scientific and technological tools to dominate others."   
The professor of communication sciences took a look at the data capacities on the American platform in cyberspace, speaking about the system of communication hegemony over the world and statistics on the high volume of written, audio and video transactions and information exchange from the beginning of 2021 to October 18, 2021 which is far beyond the number of world population: "Number of emails sent: 80 trillion and 98 billion; number of searches on Google: 2 trillion and 409 billion; number of tweets sent: 242 billion and 781 million; number of videos viewed on YouTube: 2 trillion 306 billion; number of photos uploaded to Instagram: 27 billion and 750 million."
He went on to say: "These are the footprints of human behavior in which data mining and data hegemony are possible. Many of these data are owned by the Zionist regime. "In fact, the colonial infrastructure dominates the way we operate, and everything is ready for the global management of world people in business systems."
Elsewhere, Dr. Ameli pointed to the difference between the logic of deceitful intelligence and peaceful intelligence, saying: "If intelligence finds a peaceful approach, the positions and social status of people will be defined accordingly. First, the intelligence and the criteria for ranking the intelligence will change. Second, intelligent technologies and artificial intelligence will also promise a new path for human intelligence."
Turning to the philosophy of realism and the philosophy of the right he said: "In the realist approach, the one who has more power has more right. At the same time, in the philosophy of right, it is important to look at everyone with respect and to be entitled to the whole universe, not just human beings.
Criticizing Cartesian philosophy, which considers nature to be completely irrational and therefore lacks intrinsic values, Dr. Ameli added: "In Cartesian philosophy, repression and hegemony over other types of beings without any guilt are legitimate. Unlike Aristotle, Descartes did not even place animals at the end of the descending chain of intelligence. According to Descartes, cognition belongs to humans only. In this philosophy, man is naturally a slave or a master. Therefore, it is believed that some were created to live and some to be enslaved."
Dr. Ameli put an end to his speech by saying: “A belligerent and oppressive view leads to the violation of the rights of others and even to the death of others, while a peaceful approach leads to understanding and helping others. War has a similar relationship with colonialism, and peace has a similar relationship with decolonization. Today, more than ever, we need to work together for global awareness and realization of cognitive, institutional and procedural decolonization."
