The 836th session of the Supreme Council of the Cultural Revolution was held on Tuesday, chaired by Dr. Hassan Rouhani and in the presence of Judiciary Chief Ayatollah Ebrahim Raeisi and Speaker of the Iran's Parliament Mohammad Baqer Qalibaf.
At the end of the meeting, Prof. Saeid Reza Ameli, Secretary of the Supreme Council of the Cultural Revolution said President Hassan Rouhani commemorated the anniversary of the Islamic Revolution and underlined the fact that the Islamic Revolution has been a cultural revolution and its continuation is based on culture.
Referring to the first approval of the session with regard to revising the enactment of the council in Science, Research and Technology Ministry, Ministry of Health and the Islamic Azad University (enactment 630), he said the membership commission for two SCCR members in the Islamic Azad University board of appeal was expired.
According to the session’s approval, Dr. Mohammad Reza Mokhber Dezfouli and Dr. Abdollah Jasbi were appointed as SCCR representative in the Islamic Azad University board of appeal for three years.
 
Commenting on the second approval of the session with regard to elites council (enactment 502), he said upon the initiative of the minister of Science, Research and Technology, structure of the elites council was adjusted.
Accordingly, thanks to the appropriateness of the mission, head of Iran's National Elites Foundation became a member of the council.
Describing ratification of the National Organization of Child Education statute as the fundamental approval of the 836th session, Prof. Ameli said the organization is responsible for issues related to training children focusing on family.
Of course, family is the center of training, reinforcing knowledge, religious and value capabilities and life skills of children.
Thanks to the extraordinarily complicated and multivariate era in which we are living, informing families regarding sensitivities, important social skills, strengthening virtual knowledge and other capabilities which are based on paying attention to time and education relying on the Islamic and expert knowledge related to children become important and will be in fact the basis for interaction with families.
 
He noted that during kindergarten and pre-school period, first we need expert teachers in children field and secondly we require reinforcing important abilities related to basic infrastructure of socializing and culturalization of a child.
Issues like cultivating sensory-motor skills, emotional spirit and behavior, abilities related to mental skills, cultivating moral traits and social behaviors based on Islamic values, familiarity with Holy Qur'an and interest in learning it, strengthening artistic taste and aesthetics, explaining important religious issues like honesty, individual and social commitment and respect for others’ rights, cultivating national identity and a sense of commitment to compatriots, cultivating Persian language skills, improving health and safety, familiarity with the environment, interest in nature and taking care of it as well as the ability to work in groups, social order and respect for regulations will be the basis of empowerment in this important period during which a child has the highest level of learning.
 
 
Since the beginning of the age of four until elementary school time, we will pass one-year kindergarten period and two-year pre-school, Ministry of Education is obliged to lead, to monitor, to plan and to supply suitable content.
The National Organization of Child Education with its family-oriented mission will be responsible for monitoring and leading.
Non-governmental and popular sector is responsible for trainings and of course all schools should provide the necessary standards, regulations and quality for the Ministry of Education.
He added that integration of this responsibility had been provided in 834th approval of the Supreme Council of the Cultural Revolution.
Licensing and other childhood matters which the State Welfare Organization of Iran had already been responsible for were handed over to the Ministry of Education.
Referring to prediction of the board of trustees for the National Organization of Child Education, Prof. Ameli said 2-4 people from representatives of families selected by the parent–teacher association and two others from heads of kindergartens will be among members. Individuals and entities namely deputies in the Ministry of Education and the representatives of the Islamic Seminaries of Qom and the Institute for the Intellectual Development of Children and Young Adults were also predicted. The National Organization of Child Education will be governed based on scientific and training capacities of universities, scientific centers and seminaries in Iran.
It has also been predicted in the Statute of the Law on Conflict of Interest and those who are responsible for leading this field will not be able to issue permission to themselves for establishing kindergarten and pre-school and individuals outside the Ministry of Education should be responsible for it, he reiterated.
Secretary of the Supreme Council of the Cultural Revolution stressed that necessary predictions have been made in the statute, based on regulations and responsibilities and objectives of the organization and essential measures have been taken for the supports which should be provided by government from public resources aiming to improve the quality of child training.
The ban on government incumbency and ceding affairs to the private sector were emphasized by the chairman of the Supreme Council of the Cultural Revolution and other members of the council, he noted.
 
After holding negotiations and raising suggestion for adjusting the statute of the National Organization of Child Education, members approved the statute.
Based on the statute, Ministry of Education will be responsible for leading a new age period meaning that an important educational course, which enjoys the most expert aspect of education, was added coherently to Education Ministry’s responsibilities.
